Asia Rugby concluded successfully its End of Year Council Meeting with 35 member unions and over 60 delegates attending virtually.
\n\nWith 95% of eligible votes, Asia Rugby voted to appoint President Qais Al Dhalai as World Rugby Council Member at its Extraordinary General Meeting held on 12th December 2022 seeing Al Dhalai taking dual roles as Asia Rugby President together with World Rugby Council Member.
\nFurthermore, Asia Rugby passed special resolution to create a new position of Deputy President and voted in Mr. Terence Khoo to fill in the new position until the remainder of the current term that runs until the end of year 2024.

Council was briefed on the brand new Asia Rugby Grand League, a clubs franchise-oriented competition planned to see lights during quarter one and two in the year 2024. Eight targeted national federations have been identified and will commence constructive collaboration during the first working group meeting scheduled for Friday 3rd February 2023 in Singapore. The concept will be rolled out on phases running from the year 2024 to 2027.
\n\nAsia Rugby revamped sevens and fifteen competitions structures have been approved by Council during its mid-year meeting in Kyrgyzstan on 4th July 2022.
\nCouncil was briefed on the latest details of Asian Games 2022 including the importance of every national federation to coordinate with its relevant National Olympic Committee to ensure compliance to the below timelines:

\nAiming at returning to play, Asia Rugby announces the decision to adjust the competitions calendar for 2021 to introduce a five sub-regions sevens competitions providing meaningful opportunities for participation to all the 34 member unions each in its respective sub-regional competition.
\nThe decision is a culmination of an extensive in-depth dialogue amongst Asia Rugby various arms the Competitions Committee and Development Committee alongside the Players Welfare and Medical Committee in line with World Rugby Return to Play guidelines.

Asia Rugby revamped sevens competitions calendar identified the need not only to deliver affordable, costs efficient and smooth international sub-regional but also to utilize these events to hold Face to Face Training and Education courses and activities.
\nMr Vela Tan, Asia Rugby Vice President and Chairperson of the Development Committee said \u201cAs Chairman of\u00a0 Asia Rugby Development Committee, I am really looking forward to seeing our committee developing staffs, officials and coaches in a physical environment again\u201d
\n\nHe added, \u201cI believe our extensive programme of workshops, courses and mentoring sessions will be the catalyst that is needed for unions to Return to Play, return to learn and retain.\u201d
\nAsia Rugby considered all factors related to holding competitions however in the best interest of players welfare the following competitions have been cancelled leading to a further adjustment of the scheduled calendar for 2021:

\nAsia Rugby Executive Committee Member and Competitions Committee Chairperson Mr Asanga Seneviratne commented \u201cDue to the ongoing global situation, the Asia Rugby Competitions Committee had to reassess the current Competitions Calendar for 2021.\u201d
\nHe further said \u201cTaking into consideration the travel restrictions and after taking advice from the Asia Rugby Players Welfare and Medical Committee, the Asia Rugby Competitions Committee felt that subregional cross border 7s competitions are the best option for Return to Play and for starting the International Calendar.\u201d
